On March 13, 2026, hundreds of people gathered on Parliament Hill in Ottawa to raise our voices together. That action won the public support of two senators and received coverage from multiple media outlets. The petition e-7259 achieved 13,000+ signatures. In the weeks since, affected residents across the country have actively reached out to their local representatives, gradually securing the support of several MPs. Over the past month, the progress has been real and visible. This stands in sharp contrast to the long silence of 2025 — and we know all too well the cost of that silence. The momentum cannot stop. The same movement now comes to Vancouver. We will not stop until IRCC, CSIS, and CBSA deliver real change.

Aligned with the March 13 action, we call on IRCC, CSIS, and CBSA to address three core demands:

清除23,000宗积压 — 立法强制执行时限Clear the 23,000-Case Backlog — Legislate Binding Timelines

限期清除现有超过23,000宗安全审查积压案件;修订《移民和难民保护法》,确立12个月法定上限,强制执行,不得以行政裁量规避。超出公布标准100%以上者,须提供书面说明并给予临时救济。

Clear the existing 23,000+ security screening backlog within a defined timeframe. Amend IRPA to establish a binding 12-month statutory ceiling, enforceable by law and not subject to administrative discretion. Cases exceeding published standards by 100%+ must receive written justification and interim relief.

提高透明度 — 主动告知进展Transparency — Proactive Case Updates

每90天主动更新案件状态,包括当前由哪一机构处理、处于何阶段、预计何时完成。申请人有权利知道自己案件的进展,而不是无休止地等待与猜测。

Applicants must receive proactive updates every 90 days, including which agency holds the file, the current stage, and the expected completion date. Applicants have a right to know where their case stands, not to wait and guess indefinitely.

建立问责机制 — 设立独立监督Accountability — Independent Oversight

设立独立移民监察专员,有权调查IRCC处理拖延、强制回应申请人投诉;建立CBSA移民安全审查独立监督机构,确保问责有依据、有后果。

Establish an independent immigration ombudsperson empowered to investigate IRCC delays and compel responses to complaints. Create an independent oversight body for CBSA security reviews to ensure accountability has real teeth.

Phase 1 (9:00–11:00) takes place at Vancouver Art Gallery — open to all, registration welcome. At 11:00 we march to the IRCC Vancouver office (1148 Hornby St). The IRCC building phase requires pre-registration.

我需要自己带标语牌吗？怎么做？Do I need to bring my own sign? How do I make one?

Yes, we encourage everyone to bring their own sign! Your sign can reflect your personal story, how long you've been waiting, or your message to IRCC — in English, Chinese, or both. Feel free to take inspiration from the March 13, 2026 Ottawa action, or come up with your own.
For materials, fabric, cardboard, or poster board all work well. Use a thick marker and make your text large, clear, and high-contrast so it can be read from a distance.

我签署了递交给 IRCC 的登记表，活动当天怎么签到？I signed the IRCC submission form — how do I check in on the day?

注意：签到仅针对签署了递交给 IRCC 的登记表的参与者（这份名单将正式递交给 IRCC，因此需要现场核实身份）。一般报名参与游行的朋友无需签到，直接到场即可，但建议提前填写报名表，方便我们估计人数、提前准备物资。
如果你签了递交表，签到方式为：提供你的 姓名 + 签署时所填邮箱的前 4 位字符（例如邮箱是 example@gmail.com，则填 exam）。请务必使用与登记时一致的姓名与邮箱，以便我们核对名单。

Note: Check-in is only required for those who signed the IRCC submission form (this list will be formally submitted to IRCC, so on-site identity verification is required). General rally attendees do not need to check in — just show up. We do, however, encourage you to fill out the sign-up form in advance — it helps us estimate turnout and prepare materials.
If you signed the submission form, please provide your name + the first 4 characters of the email you used when signing (e.g. if your email is example@gmail.com, you'd give exam). Please use the same name and email you used when signing so we can match you against the list.

Yes — the event is fully lawful. Peaceful assembly and protest are fundamental rights protected under section 2 of the Canadian Charter of Rights and Freedoms. Both of our locations (the south / Robson Street side of the Vancouver Art Gallery, and along Hornby Street) are public street/plaza areas.

We are in active coordination with the City of Vancouver regarding logistics, the march route, and traffic safety. The Vancouver Police Department (VPD) has also been notified. The City is working to arrange on-duty traffic officers to help ensure the safety of participants and the public during the march.

A portable PA system will be used for speeches only (no music). Volume will be kept well within Vancouver's Noise Control Bylaw 6555 and coordinated with the nearby film production to avoid interference.

参加游行安全吗？会影响我的移民申请吗？Is it safe to attend? Will it affect my immigration application?

和平抗议是加拿大宪法保护的合法权利（《权利与自由宪章》第2条）。参与合法抗议不会影响你的移民申请。如有顾虑，你可以不公开面部或姓名。

Peaceful protest is a constitutionally protected right in Canada (Charter s. 2). Participating in a lawful protest will not affect your immigration application. If you have concerns, you may choose not to show your face or name publicly.

会有媒体报道、政府官员支持吗？Will there be media coverage or political support?

我们正在积极联络 CBC、CTV Vancouver 等主流媒体争取报道。3·13 渥太华行动已获得两位参议员的公开支持及多家媒体报道，并有数位 MP 表态支持。VAN501 将在此基础上继续推进。

We are actively reaching out to CBC, CTV Vancouver, and other major outlets. The March 13 Ottawa action earned the public support of two senators and several MPs, along with wide media coverage. VAN501 builds on that foundation.

我没有受到安调拖延，可以参加吗？Can I attend even if I'm not affected by delays?

当然可以！任何支持移民公正的人都欢迎参加，包括 PR 已获批的朋友、公民、留学生，以及关心这个议题的所有人。

Absolutely. Anyone who supports immigration justice is welcome — including those whose PR has already been approved, Canadian citizens, international students, and anyone who cares about this issue.

活动会说中文还是英文？Will the event be in Chinese or English?

Both. Chants and signs will be bilingual, and speakers may choose their preferred language. We want the event to be welcoming to everyone.
